Mrs. Evans is the daughter of the late Frank and Mary Annette Waters and is a member of the Community Presbyterian Church in Charlestown. She is a retired Census Bureau employee and is survived by her husband James R. Evans and children Greg Higdon and Sheila Speigelhalder. She died Tuesday evening at University Of Louisville Hospital.
